The Paramedic Services department is responsible for the direct delivery of two out-of-hospital healthcare programs in the District of Timiskaming: 24-hour/911 emergency and daytime Community Paramedicine coverage. Paramedic Services operates out of three bases and three offices strategically located across our coverage area spanning more than 13,000 square kilometres. Our dedicated teams of highly qualified frontline Paramedics ensure residents of the district’s twenty-three municipalities, and two unincorporated townships, receive the highest level of care available.
DTSSAB Paramedic Services modernization
DTSSAB Paramedic Services is evolving by positioning itself to meet the changing needs of our first responders and the communities we support. Our system is modernizing and strengthening for the future, as we strive to achieve “Excellence in Paramedicine” for our teams and those we serve. Improvements to DTSSAB’s Paramedic Services system include alignments with strategic goals, improved operational oversight, better support for frontline staff, and increased responsiveness to changing professional and community landscapes. The Deputy Chief of System Integration and Innovation is a new role within the Paramedic Services leadership structure. The role is designed to support quality patient/client service outcomes and to implement approved strategic and business plans for Paramedic Services, under the direction of the Paramedic Services Chief, while overseeing assigned operational, administrative, and clinical functions. This new role will permit the division of primary responsibilities between two Deputy Chiefs, allowing for dedicated administration of their respective areas of control, enabling capacity planning, proactive leadership, and effective operating practices.
Paramedic Services Deputy Chief of System Integration and Innovation
This new position reports to the Paramedic Services Chief and assists with cost-effective and safety-centered system integration within Paramedic Services, and with external partners, exercising authority as delegated and approved through the Chief. The Deputy Chief of System Integration and Innovation (SII) coordinates people resources, continuous quality improvement initiatives, and other activities that support daily paramedic operations. The role supports and oversees the implementation of approved operational and administrative processes, policies, and practices to support efficient service delivery, while meeting or exceeding regulatory standards and requirements, by delegating tasks to paramedic and leadership staff. The position oversees multiple portfolios including professional standards, staff performance and training and non-emergency response programming (Community Paramedicine). The role works closely with the Paramedic Services Chief and Deputy Chief of Operations to support them in fulfilling their responsibilities, as required. The Deputy Chief of System Integration and Innovation also monitors system trends and recommends program and policy changes and develops processes to adapt to new and changing service delivery mandates and needs.
The Deputy Chief of SII supports processes relating to managing Paramedic Services-related: complaints and investigations, policy application, training, development activities, and works collaboratively with Human Resources in accordance with approved policies, procedures, and collective agreements. Additionally, the Deputy Chief of SII is responsible for: liaising with internal partners, primarily Human Resources, in supporting employees, including with return-to-work, return-to-practice, stay-at-work efforts, as well as with recruiting and onboarding practices; and other areas of system integration within Paramedic Services.
The new role will back up the Deputy Chief of Operations position, responsible for: fleet procurement and maintenance; infrastructure management; equipment and supply sourcing and administration; logistics response, including personal protective equipment and uniform oversight; monitoring the utilization of Paramedic Services resources to ensure efficiency; deployment strategies integration; infection prevention and control; and other system supports.
Leadership integration (within delegated authority)
While each role has defined areas of responsibility, both Deputy Chief positions contribute to the following functions under the direction of the Paramedic Services Chief, by:
▪ Fostering a respectful workplace culture and contributing to psychological health and safety initiatives.
▪ Supporting health and safety practices, in accordance with approved policies and procedures.
▪ Monitoring relevant data and key performance indicators (KPIs), response time compliance and patient care metrics, and reporting findings and recommendations through the Paramedic Services Chief.
▪ Leading and mentoring the Paramedic Services Superintendent team, consistent with established reporting relationships.
▪ Engaging community stakeholders and collaborating with external contacts and allied partners as assigned/approved to support Paramedic Services.
▪ Supporting accountability for Paramedic Services program mandates, such as Ministry service review and reporting, as well as presentations and communications through the Paramedic Services Chief.
▪ Serving as Incident Command, when designated, in accordance with approved incident command structure and protocols for any major incidents.
▪ Supporting the implementation of approved risk management strategies within Paramedic Services.
▪ Contributing as a leader within Paramedic Services and supporting the Paramedic Services Chief with budgeting and cost management within approved delegated financial authority.
The Paramedic Services Deputy Chief of System Integration and Innovation will apply leadership competencies by:
▪ Working with Paramedic staff and leaders to enhance workplace dynamics and support a positive culture of employee engagement and teamwork.
▪ Guiding Paramedic Services leaders on operational and employee matters and ensure performance is monitored.
▪ Leading, empowering and mentoring Paramedics and Paramedic Services leaders with respect to decision making, as well as establishing and maintaining respectful and positive internal relationships.
▪ Directing quality assurance, quality improvement and professional standards.
▪ Investigating and providing timely responses to internal and external inquiries, complaints, incidents, and providing recommendations for individual, team and/or system improvements.
▪ Proactively adopting safe practices to respond to occupational health and safety risks and operational stressors.
▪ Evaluating the framework and structure of Paramedic Services and continually working with the Paramedic Services Chief and leadership team to refine the DTSSAB’s Paramedic Services program to keep pace with evolving needs.
▪ Overseeing special teams, including Service Level Instructors, Community Engagement and Recruitment and other future special teams/roles.
DTSSAB Paramedic Services’ leadership structure modernization will help relieve operational pressures and realign the competing priorities of our front-line leadership, improving responsiveness to the needs of staff and allowing Superintendents to better support Paramedics.

▪ Relevant Paramedic Services administrative, leadership, and portfolio management experience (for
example: leading a quality improvement, culture of safety, and/or education-related project,
other).
▪ Success in directly managing complex operations in a unionized emergency services
environment.
▪ Minimum of five (5) years of generally progressive leadership experience in Paramedic Services or
in a comparable emergency service sector or healthcare environment.
▪ Paramedic qualifications and leadership training or experience. Additional post-secondary
education or equivalent combinations of training, professional development, and other leadership
experience considered an asset.
▪ Experience in education, training, labour-management collaboration, research, or special teams
may be considered an asset.
▪ Thorough knowledge of Paramedic Services operations, related Acts, Regulations, Ministry
standards, best practices, as well as experience with interpreting and applying legislation,
policies, standards and monitoring compliance.
▪ Proven relationship building skills to collaborate effectively, as well as successful experiences
working with multiple internal team members and external stakeholders to build on system strengths
and a shared vision.
▪ High level of situational awareness, emotional intelligence, empathy, and the ability to embrace
and promote diversity.
▪ Sound judgement, advanced critical and strategic thinking skills, problem solving, as well as
planning abilities that reflect a high degree of accountability and discretion in decision-making.
▪ Developed analytical and conceptual skills to identify gaps and opportunities.
▪ Experience implementing approved strategies or initiatives in an operational
environment.
▪ Advanced verbal, active listening and writing abilities, as well as tact and diplomacy in
communicating with others.
▪ Proven attention to detail, driven by quality standards and excellent time management practices
and organizational skills.
▪ Advanced computer proficiency and the ability to develop technical knowledge of relevant
applications and systems.
▪ Bilingualism (fluency and proficiency in verbal and written French and English communication) is
an asset.
The 5-step annual salary is from $113,901 to $137,592 (based on 2025 rate). Compensation will be
commensurate with qualifications.
